Abstract

To fight the aging population context, countries with the highest aging rates globally, such as Japan, have tried to find ways to change social policies and develop many kinds of models to support the elderly. Since 1970, Japan has become an aging society with a decreased productive age population and a rapid increase in the proportion of older people. Concerned about the economic shortage to ensure the well-being of the people, Japan soon built a care system, including a Community-based Integrated Care System with professional activities and services designed to provide comprehensive support for the elderly. Through a review of massive literature, this article will clarify (i) The context of the population aging in Japan and Vietnam (i) Describe Japan's Community-based Integrated Care System, and (iii) Some eldercare policy implications in Vietnam.
